Consular Services
Pecularities of issuance of entry visas at Minsk National Airport
Visa applications are processed at Minsk National Airport by the Division for the Admission of Foreigners of the Consular Department of the Ministry of Foreign Affairs (DAF).
Visas are issued 24/7.
Visa support documents (an original invitation and its copy) should be submitted to the DAF by an inviting organization/person at least 2 business days before the expected arrival date.
Visa support documents should be submitted to the information desk of the DAF at sector 1/2 of the airport, ground floor, on working days from 11 am to 1 pm, on weekend and holidays the information desk of the DAF is closed.
Visa support documents may be also sent by post (Division for the Admission of Foreigners of the Consular Department of the Ministry of Foreign Affairs, Minsk International Airport, 220054 Minsk).

The officer of the Consular Department of the Ministry of Foreign Affairs marks with a stamp the copy of visa support document. The stamp is a confirmation of the receipt of visa support documents.
The Stamp of the Consular Department on the visa support document is a mandatory requirement of air carriers for the check-in procedure of foreign citizens without valid entry visas of the Republic of Belarus.
Therefore, it is strongly recommended to send the copy of visa support document with the stamp of the Consular Department to the invited foreign citizens (by e-mail, fax, etc.) for its submission to the representative of air carrier at the check-in procedure.
In case of a relative’s death or critical illness, visa support documents may be submitted by the applicant on arrival.
Short-term student visas and group visas may be obtained on arrival only in the presence of a representative of the institution that has issued an invitation.
Foreign citizens arriving on flights from the Russian Federation will not be able to apply for visas at the DAF. Therefore, they must obtain visas at one of the Embassies or Consulates of the Republic of Belarus prior to their arrival.

Border Control
If your flight arrives to the international sectors 1-4 of the National airport Minsk then you are required to pass the passport control. There is a passenger flow management system according to the citizenship of passengers. Each passport control booth has an information LED board.
If your flight arrives from the Russian Federation, to sectors 5-6 – NO passport control required.

Customs Control
The airport has “red” & “green” corridors system for declaring goods for personal use at customs. This allows individuals crossing the border to choose themselves between the red (involves declaring goods for personal use in writing) and the green corridor.
We would like to draw your attention to the fact that it is only allowed to move cash and travel cheques undeclared for a total sum not exceeding 10000 USD across the customs border. Cash and travel cheques exceeding the mentioned sum shall be declared in writing and moved though the “red” corridor.

For Transfer Passengers
While planning a transfer at National Airport Minsk remember, that you should have at least 1 hour 30 minutes for transfer procedure.
The following step-by-step instructions will help passengers arriving to Minsk.

Baggage Tracking
If you cannot find your baggage in baggage claim area, please, follow these steps:
- Stay in the baggage claim area.
- Find “Lost & Found” desk (arrival zone of international flights). If there is no such desk, find the airline representative of your flight or an employee of the airport, who is present in the baggage claim area. Please note that all responsibility for lost baggage rests with the airline that brought the passenger to the final destination of air transportation.
- Make a document for lost baggage in 2 copies (one for the airline, the other for you) with information about you and baggage tag information (claim ticket should be on your boarding pass). The document should contain the following information: your flight, shape, material, color, size, manufacturer of bag/suitcase, baggage tag with your name on it.
- If your baggage or its parts have not arrived, we recommend you filling in customs declaration at the red channel of customs.
- When lost baggage is found an airline representative or an airport employee will call you and inform about the time of delivery of your baggage. Delivery of rush baggage (earlier lost) is free of charge.
Damaged Baggage
In case you notice damage or shortage of the contents in your baggage, you need to address an employee of the airport or an airline representative not leaving baggage claim area. An employee will make a document and will explain you further course of action.
If you left baggage claim area, but didn’t ask an employee to make you a document, only a representative of the airline will be able to make decision whether it should be created for you.
D e p a r t i n g
Сheck in
Check-in time of tickets and baggage is determined by airlines, passenger should be informed about it when buying a ticket.
Approximately check-in starts 2 hours before flight departure.
Note! Some airlines prolong check-in time for flights:
- AIR CHINA – 3 hours before the departure time
Check-in for a flight finishes 40 minutes prior the take-off time. When booking and purchasing an airline ticket please check the check-in time limits with the authorized personnel of your airline.
A passenger can check-in for a flight:
- Before arriving to the airport – online check-in;
- Upon arrival at the airport – at the check-in counters.

It is recommended to arrive to the airport 2–3 hours before the departure.
If you are late for check-in, you will not be allowed to take your flight.
If you are late for check-in, please, address to the airline booking office situated on 3rd floor of the air terminal complex or notify airline representative via telephone number that you can find on your ticket.
After check-in and baggage handling, passenger goes to security point specified in the boarding pass for preflight security check.
Baggage
A new automated system for baggage handling is installed at National Airport Minsk. A computer system for automatic sorting of baggage with the help of baggage tags for a particular flight considerably improves the entire technological process of baggage loading on the aircraft, virtually eliminating the cases of its loss or the need to rush it due to the late loading.
During baggage check in it is forbidden to place the following things on conveyor belt:
- items that can slide: tubes, balls, round bags;
- too soft or unsteady items, such as plastic bags;
- fragile items: electronic equipment, glass;
- animals;
- metal trolleys for bags;
- bags with long, free-hanging straps (long straps should be removed, and the handles fastened together).
There shouldn’t be any tags or bar codes on your baggage from previous flights.
For a convenient transportation, you may use baggage trolleys for FREE.
Storage rooms of RUE “National Airport Minsk” are on the underground floor at gate 6 of the airport terminal. Before luggage receiving for storage it must be subjected security inspection. The security staff call button is indicated on the diagram.
In order to keep your baggage clean while its transportation, you can use baggage-wrapping counters, which are located on the 3rd floor at the departure area of the air terminal complex.
On arriving to National Airport Minsk check that you’ve got YOUR baggage. Check the number on the baggage tag with the number on the claim ticket on your boarding pass.
Note!
An important part of providing safety of your baggage while its transportation is wrapping it, which ensures safety of the contents when delivered to and from the aircraft to the terminal. All glass and fragile items, cans and bottles in the baggage should be properly wrapped.
It is highly recommended not to carry the following things in your baggage:
- money, jewelry, precious metals, silverware;
- identification documents, medical certificates, securities, business documents, technical documentation;
- medicines in limited quantities;
- electronic equipment (including photo and video equipment, computer equipment, data storage media);
- keys, glasses;
- brittle, fragile, breakable, perishable things, works of art, unique or irreplaceable items;
- fur goods, and other valuable items.
We recommend taking these items with you into the aircraft cabin as cabin baggage.
Security Control
In order to protect you during your flight you will be asked to pass the security control performed by National Airport Minsk aviation security service at the airport.
Security control of passengers flying to the Russian Federation takes place in points E, F. Passengers of international flights should pass the security control in points A, B.



Security control of passengers, their baggage and cabin baggage is performed with the use of technical and special means as well as hand search.
The air carrier has the right to terminate unilaterally the contract of air carriage of the passenger in the event of refusal of the passenger from security inspection, presentation his baggage for inspection, including belongings, except as provided by law.
(article 100 of the Air Code of the Republic of Belarus)
While passing security control a passenger should provide all belongings for inspection by technical means (endoscope). It includes outerwear, shoes, belts, keys, cigarettes, cigarette cases, mobile phones, etc. A passenger should pass through walk-through metal detector, undergo the scanning in security scanner. After that, the passenger’s shoes can be checked on the shoe scanner.
Passengers having implanted apparatus are exposed to a hand search and (or) personal (individual) inspection without the use of technical means.
Dear passengers!
Please note that according to IATA (International Air Transport Association) regulations, the maximum size of cabin baggage is 56x45x25 cm. You have a possibility to check your cabin baggage size parameters using special calibration stands situated in the check-in area.
The latest automatic tray return systems are installed at the security points of the National airport Minsk. Therefore, the inspection of oversized cabin baggage is technically impossible.
According to this, passengers arrived at the security points with oversized cabin baggage, will put aside from security inspection and return to the check-in desk for handling cabin baggage as checked-in baggage.
Please note, that dangerous items and substances listed below are prohibited for carriage as a cabin baggage:
- explosives;
- compressed and liquefied gases;
- flammable liquids and solids, including magnesium, fireworks and flares;
- radioactive materials;
- oxidizers and peroxides, bleaches;
- poisonous and toxic substances;
- acidic and corrosive substances;
- firearms
- stabbing and cutting items;
- shock-crushing weapon.
Hunting and sporting (civilian) weapons and ammunition can be transported on board an aircraft provided that there are documents for its (their) possession, bearing and taking abroad. The actions for air transportation of weapons (ammunition) by their owners are described here.
In addition to the above mentioned items, passengers may not carry liquids (gels, aerosols, creams), in containers the volume of which exceeds 100 ml.
You may be acquainted with the detailed list of items and substances prohibited for carriage in the aircraft cabin and in the cabin baggage.

The airport authority and airlines may decide on introduction of additional measures to ensure aviation security.
For facilitation of passing security checkpoints, passengers should:
- show all liquids to the inspector of the security control;
LAG (liquids, aerosols, gels) include (but not limited to):
– water and other beverages, soups, syrups, jams, stews, sauces and pastes, other foods in sauces or containing a large amount of liquid;
– creams, lotions, cosmetics, oils, perfumes, sprays, gels, including hair and shower gels;
– the contents of pressurized containers, including shaving foam, other types of foam and deodorants,
– pastes, including toothpaste, liquid-solid mixtures, mascara, lip gloss or lip balm, and
– any other product of a similar consistency at room temperature.

- take out of cabin baggage laptops and other electric/electronic devices, which are inspected separately. At the request of the security inspector, the passenger turns on and shows their operability as intended.
PASSENGERS ARE ALLOWED TO:
cary in the belonging things:
medical mercury-free thermometer – one per passenger;
- mercury contained thermometer or barometer carried by a representative of the weather Bureau or similar official authority;
- cigarette lighter that does not contain unabsorbed liquid fuel, except liquefied gas, intended for individual use;
- matches — one box per passenger;
- dry ice for cooling perishable products — not more than 2 kg per passenger;
- 3% hydrogen peroxide — not more than 100 ml per passenger;
- non-hazardous liquids, gels and aerosols:
- in containers of a capacity not exceeding 100 ml (or equivalent capacity in other units of volume), packed into reliably closed transparent plastic bag not exceeding 1 liter — one bag per passenger;
- liquids in containers exceeding 100 ml will not be accepted for carriage even if the container is only partially filled;
- Exceptions for transportation are medicines, baby food in the amount necessary for the flight.
Liquids purchased from duty-free shops at the airport or on board of the aircraft must be packed in a securely sealed (sealed) plastic bag that provides identification of access to the contents of the package during the flight, on which there is reliable confirmation that the purchase is made at the airport duty-free shops or on board of the aircraft on the day (s) of the trip.
Closed (sealed) plastic bag for transfer (transit) passengers is to be provided by the seller of duty-free shop (flight attendant). The bag has the next form:

Please note! After receiving the goods in closed (sealed) plastic bag from the seller of the store (flight attendant), the bag cannot be opened before arrival at the destination airport.
Attention!
Passengers of an aircraft are prohibited to take suitcases, parcels and other items from strangers for transportation on board of the aircraft, or for temporary storage in the waiting rooms and on the surrounding area.
Please, be polite and cooperate with the security staff of the airport. THEIR JOB IS YOUR SAFETY.

Border Control
The documents according to which the departure from the Republic of Belarus and the arrival to the Republic of Belarus of the citizens of the Republic of Belarus is allowed are the following:
- passport;
- biometric passport;
- diplomatic and service passports;
- biometric diplomatic and service passports;
- passport of seaman;
- certificate for coming back to the Republic of Belarus (only for entry to the Republic of Belarus).
Please, keep your passport safe. Do not leave it in the suitcase, bus, hotel room or car. It’s better to keep the passport separately from your documents and money.
Before passing through the state border of the Republic of Belarus prepare your documents for customs, border or other kind of control.

Emergency
In case of unforeseen (emergency) circumstances, please stay calm and ask for help from an Airport representative. Our staff is always ready to come to your aid and to apply best efforts.
Medical aid will be provided to you at the Airport’s first-aid station, situated on the 1-st level of the left wing of the air-terminal complex near sector 1-2. In case emergency medical care is required, please call the ambulance at the phone number 103 or at the phone numbers of the Airport’s first-aid station +375 17 279 19 44, +375 17 279 10 44, the mobile phone number of a duty doctor: +375 29 700-36- 07.
The fire-fighting service callout is made at the internal phone number 01 or at +375 17 279 13 13 (emergency search and rescue flight support), or at the landline phone number 101.

Regarding the issues related to obtaining an entry visa to the Republic of Belarus please call the Foreign Admissions Division of the Consular Directorate of the Ministry of Foreign Affairs, situated in the Airport, at the phone number +375 17 279 20 58.
If you are late for check-in please apply to the air ticket office of a corresponding airline situated in the air-terminal complex of the Airport, or contact the representative of your airline in case there is no corresponding air ticket office.
In the case of baggage non-arrival or damage please apply to an operator of the baggage handling department services of airlines or to your airline representative.
Should there be any other issues in the Airport you can:

- use the Radiohelp devices installed across the whole air-terminal complex;

Attention!
Air transport passengers are prohibited to accept suitcases, parcels and other items from unknown persons for transportation on board of an aircraft, or for temporary storage in concourses and in the surrounding area.
Aviation security and regime service reminds that:
- for safety reasons all the abandoned items found in the Airport building and on the surrounding territory are considered to be potentially dangerous;
- in case of an abandoned item discovery please do not touch it, do not try to move or interact with it in any other way, do not use mobile phones at the distance of less than 50 meters;
- please inform a law enforcement officer, an airport employee at the security checkpoints or any airport employee about abandoned items discovery.
For committing any socially dangerous acts at the Airport or on board of an aircraft, for the violation of aviation security requirements passengers may be held criminally or administratively liable in accordance with the established procedure and the current legislation of the Republic of Belarus or the country of destination.
Unaccompanied Minors
Children aged 5 to 12 can travel unaccompanied by a parent.
When requesting permission for transportation of an unaccompanied minor, parents or a guardian shall fill in and sign the Application for the Transportation of an Unaccompanied Minor.
An assistant is provided to maintain an unaccompanied minor at RUE “National Airport Minsk”, who carries out constant supervision of the child before boarding and assists in the passage of pre-flight procedures.
Each unaccompanied minor is given a separate seat and free luggage allowance as far as it is established by the air carrier for the adult passenger.
When boarding, the child will be put under the direct supervision of one of the cabin crew.
Animals and Plants Transportation Rules
If you need to transport an animal or plant, you should tell about this when buying a ticket. For registration of an animal or plant for transportation, it is necessary to pass veterinary or phytosanitary control before registration for the flight (2nd floor, sector 5-6).

Transportation of animals and birds by air is carried out by prior agreement with the airline whose flight you intend to travel. And also with the permission of the countries of arrival or transit for international flights.
Upon arrival at the National Airport Minsk, before check-in for the flight, the passenger with the animal should contact the airport veterinarian and submit a document to them.

Phytosanitary control

ATTENTION to individuals crossing the customs border of the Eurasian Economic Union
In accordance with the Resolution of the Council of the Eurasian Economic Commission dated November 30, 2016 № 157 of the unified quarantine phytosanitary requirements for quarantine products and quarantine objects at the customs border and on the customs territory of the Eurasian Economic Union, the import of each quarantine production lot into the customs territory of the Eurasian Economic Union of high phytosanitary risk is accompanied by a phytosanitary certificate issued by an quarantine of plants authority of the exporting country and (or) the country of re-exporter.
The import into the customs territory of the Eurasian Economic Union (hereinafter, the Union) of regulated products of high phytosanitary risk with a total weight of not more than 5 kilograms excluding seed and planting material (including seed and ware potatoes and material for breeding and research purposes), as well as 1 melon, 1 watermelon, 1 pumpkin, no more than 3 bouquets of flowers transported across the customs border of the Union in international mail, accompanied and unaccompanied baggage of passengers of ships, aircraft, passenger cars, vehicles, crew members of ships, aircraft, train crews and drivers of vehicles, one passenger is allowed without a phytosanitary certificate.
Seed and planting material (including seed and ware potatoes and material for breeding and research purposes) when imported into the customs territory of the Eurasian Economic Union and moved through the customs territory of the Eurasian Economic Union must be accompanied by a phytosanitary certificate issued by the authorized quarantine of plants authority of the exporting country and/or re-exporter country.
